Alumnus Fran Millar Receives Award

The Honorable Fran Millar, a 1971 graduate of West Virginia Wesleyan College and current Georgia State Representative, was honored with the Thurgood Marshall Award by the DeKalb (Georgia) NAACP.

Millar received the award because of his courageous stand and introduction of the first bill to change the Georgia State Flag in 2003. He dissented from the Republican Party’s view of putting the Confederate Flag on the ballot, which would have caused great pain and much racial divisiveness across his state. His courageous effort not only spoke out against the resurgence of the Old Jim Crow, but it spoke volumes to the respect and dignity of African Americans throughout the state of Georgia, because it was the right thing to do.

The Thurgood Marshall Award (formerly the Humanitarian Award) is presented to an individual, family, business, or non-profit community or service organization in recognition of exceptional service, dedication, leadership, contributions and initiative toward promoting human welfare on social reform on a metropolitan, statewide, regional, national, or international level.

Millar has served as a member of the Georgia House of Representatives for five years. The committees on which he serves include: Education, Health and Human Resources, and Children of the Youth. He also has many significant accomplishments that include: 1999 Freshman House Republican legislation of the year, authored and passed legislation to have HOST apply after, and not before the state homeowner tax credit resulting in Dekalb County receiving additional millions of dollars from the state on an ongoing basis.

Millar received a bachelor of arts degree from Wesleyan. He and his wife Mary have three grown children and one grandson.
