Course Reserves

The Library's reserve service provides faculty with the option to place instructional materials in a highly controlled circulation system. Most often these are materials that are in demand by many students over a short period of time, and therefore must be loaned for only a few hours or overnight. Reserves also allow a faculty member to provide students will controlled access to items not in the Library's own collection, such as personal books and audiovisual works. In addition, the library offers electronic reserves--documents scanned into PDF files and made available to students through Angel. Fair use guidelines apply to electronic reserves as well as traditional reserves.

The Library adheres to the U. S. Copyright Law and accompanying guidelines in providing reserve service. We rely on the American Library Association's Model Policy Concerning College and University Photocopying for Classroom, Research and Library Reserve Use (1982) in applying copyright to copies in our reserve service.

The following policy governs Reserve Service at the Annie Merner Pfeiffer Library:

1 . Any member of the College instructional staff, administration, or official College organization (including Committees, Councils, and Clubs) may request that an item be placed on Reserve. Requests for reserve services need to be submitted at least one week prior to the date needed. Because of the requirements of copyright considerations and digital copying, electronic reserve requests should be submitted earlier.

2. Reserve print materials are kept in closed stacks behind the Library desk. Browsing access to the Reserve Collection is restricted to Library staff.

3. Reserve loan periods may be determined by the person placing the item on reserve, within limitations of library circulation software. Standard reserve loan periods are one hour, three hours, overnight, or three days. Hourly reserve loans are restricted to in-library use unless otherwise specified by instructor.

4. Reserve collection is organized by the name of the reserving person or organization. All items are barcoded and listed in the Library's catalog—searchable by author, title, or by reserving professor or course name.

5. Reserves are established for the duration of one semester. At the end of the semester, items are removed from the reserve collection. Materials from the Library's collection are returned to their original location; materials belonging to a faculty member are returned via campus mail.

6. (1) Reserve services are an extension of classroom activity, and therefore come under copyright guidelines for classroom copying. The amount of copied material placed on reserve should be reasonable in light of the nature of the course. In general, instructors may place a copy of any of the following on reserve for instructional support:
· A chapter from a book
· An article from a newspaper or journal
· A short story, essay, or poem
· A chart, diagram or other graphic work from a published work

7. The number of copies placed on reserve should be reasonable for the number of students enrolled. We recommend one copy for every fifteen students in a class, and will not acquire more than three copies of a given work for any class. Each copy must carry copyright identification and the following statement: NOTICE: This material may be protected by copyright law (Title 17 U.S. Code).

8. Copy practices which exceed fair use provisions of copyright require advance permission from the copyright owner. These practices include using copied material for more than one semester; copying more than one article, essay, story, chapter, etc. from a single work; copying "consumable" material such as workbooks, test forms, etc. The Library requires written permission from the copyright owner (usually the publisher) before placing on reserve any items exceeding fair use provisions. The Library will seek permission from the copyright holder and will pay any reasonable fees charged if faculty submit materials six weeks in advance of anticipated use. Faculty are also free to seek permission themselves. Guidelines for obtaining copyright permission are available in the Library. The library will not process reserve requests that are not in compliance with copyright guidelines.

9. The electronic reserve service will be governed by general reserve policies listed above. Reserve materials will only be copied in electronic form at the request of an individual faculty member. Access to these materials will be restricted to students, faculty, and staff at West Virginia Wesleyan College. Electronic reserves are most often PDF files and are posted using the Angel Course Management software. Access to those files is restricted to the faculty member teaching the course, students enrolled in the course, and to library reserve personnel.

10. The Library Circulation Supervisor manages the Library's Reserve Service. The Circulation Supervisor, in consultation with the Director of Library Services, is charged with implementing Library Reserve policy.
